The DND Environmental Impact Assessment (EIA) Portal provides support for environmental assessments, report writing and record keeping for DND staff and Canadian Armed Forces members.
To determine whether an activity requires an Environmental Effects Determination (EED), the EIA Portal provides an interactive decision tree tool to guide users in identifying the type of assessment that would be required to ensure compliance with DND’s EIA Directive and the Impact Assessment Act.

Impact Assessment Act
Projects captured under the Impact Assessment Act (IAA) deal primarily with activities related to buildings and Infrastructure. Projects that have initiated the EIA process after August 28, 2019 must comply with IAA requirements, including registering project information on the Canadian Impact Assessment Registry (CIAR).
Canadian Environmental Assessment Act 2012
Projects that were entered into the DND EIA Portal prior to August 28, 2019 were completed in accordance with the Canadian Environmental Assessment Act (CEAA) 2012. They can be viewed in the Portal as well as the RPSDW Map Viewer.
Strategic Environmental Assessments
Strategic environmental assessments (SEA) is a tool on the EIA Portal that contributes to informed decisions in support of sustainable development by incorporating environmental considerations into departmental plans, programs, and capital projects.
The Portal follows an interactive process that helps the user determine if a SEA needs to be conducted in order to be compliant with DND's environmental directives.

This web application is hosted on a DND server and is available to anyone with DWAN access.
There are two types of users:
READ-ONLY users can view Environmental Impact Assessments that have been completed by location through the RPSDW Viewer. No login required.
Registered users (Practitioner or Environmental Specialist Staff) can submit and validate proposals and activities for evaluation by an accredited authority.
Registration is necessary to use the Portal as a Practitioner or an Environmental Specialist Staff. Users must first apply for an MCE LAN account; the Portal administrator will provide the approved user with login credentials for the Portal.

Training is provided for READ-ONLY users by following instructions on the Portal. Practitioners and Environmental Specialist Staff follow the guidelines that have been established in the EIA Manual also available on the Portal.
